Please allow me to update you on this week’s happenings in Washington, D.C.

Dr. Rand Paul Introduces Life at Conception Act

This week, I introduced the Life at Conception Act, which would implement equal protection under the 14th Amendment for the right to life of each born and unborn human. The Life at Conception Act does not amend or interpret the Constitution, but simply relies on the 14th Amendment, which specifically authorizes Congress to enforce its provisions.

As thousands of Americans participate in the annual March for Life today, it is time for Congress to recognize the right to life is guaranteed to all Americans in the Declaration of Independence, and it is the constitutional duty of all members of Congress to ensure this belief is upheld.

The Life at Conception Act legislatively declares what most Americans believe and what science has long known – that human life begins at the moment of conception, and therefore, is entitled to legal protection from that point forward. Only when America chooses, remembers, and restores her respect for life will we rediscover our moral bearings and truly find our way.

Dr. Rand Paul Introduces Legislative Performance Review Act of 2016

This week, I also introduced the Legislative Performance Review Act of 2016. The legislation, originally cosponsored by Sens. Chairman Mike Enzi (R-WY) and Jeff Sessions (R-AL), encourages Congress to regularly review federal programs and look for solutions to improve, consolidate, or eliminate duplicative and wasteful spending programs.

We cannot afford to keep spending taxpayer dollars on expired programs and ones that are never reviewed. My bill will end expired programs, require Congress to review the need for programs before spending more money, and make sure we are only using tax dollars on things that make sense.

Dr. Rand Paul Introduces Duplication Reduction and Scoring Act

On Wednesday, I introduced the Duplication Reduction and Scoring Act, which seeks to reduce the size of government by eliminating duplicative programs and prevent further duplication within the federal government.

Our nation cannot continue to pile debt on top of debt, mortgaging our children’s future for wasteful spending today. My bill will lead to real savings right away by cutting wasteful duplicate spending, which is something everyone should agree on.

Dr. Rand Paul and Sens. McConnell, Lee, & Booker Sponsor Bill to Bring Accountability to Federal Prisons

On Thursday, Sens. Mitch McConnell, Mike Lee, Cory Booker, and I announced the introduction of the bipartisan Federal Prisons Accountability Act of 2016. Currently, the Director of the Bureau of Prisons (BOP) has significant budget authority over taxpayer dollars without their appointment having been subject to confirmation by the U.S. Senate. Unlike most Department of Justice (DOJ) administrators and directors, the Director of BOP is appointed by the U.S. Attorney General without Senate approval. The Federal Prisons Accountability Act of 2016 would require the Director to be appointed by the President with the advice and consent of the Senate. The legislation would also designate that any newly confirmed Director will have one, 10-year term at the helm of the BOP.

The BOP Director supervises workers at federal prisons across the country who protect the public under hazardous conditions at correctional facilities on a daily basis. This legislation would support subjecting the Director to the same congressional review as other top law enforcement agency chiefs within DOJ. By doing this, it would ensure greater responsiveness by the agency to the safety needs of its nearly 40,000 dedicated federal corrections employees.

No agency as large as the Bureau of Prisons should have so little accountability. Our bill will ensure the concerns of those who work in the prisons are heard and acted upon. It will also ensure the small businesses affected by competition from the bureau have their voices heard.

Dr. Rand Paul Uncovers USAID Spending $500,000 on Moldova’s Wine Industry

On Tuesday, I released the latest edition of ‘The Waste Report,’ which is an ongoing project cataloguing egregious examples of waste within the U.S. government. The latest edition uncovers U.S. Agency for International Development (USAID) spending nearly half a million taxpayer dollars on the wine industry in the country of Moldova without even producing one drop of wine.

Dr. Rand Paul Response to Recent Flooding and Winter Storms in Western Kentucky

Kentuckians have recently been hit with major flooding and winter storms. I am keeping the families of those affected by the storms and who have sustained damage in my thoughts and prayers.

During the cleanup process, many Kentuckians may find that they have lost personal documents and records from federal agencies. Below are some examples of ways my office can be of assistance during this time:
